Purpose
Monthly Board Meeting
A member of the Board may request any item to be removed from the consent resolution and defer it for a specific action and more discussion. No vote of the Board will be required to remove an item from the consent agenda. A single member's request shall cause it to be relocated as an action item eligible for discussion. Any item on the consent agenda may be removed and discussed as a nonaction item or be deferred for further study and discussion at a subsequent Board meeting if the Superintendent or any Board member thinks the item requires further discussion. The financial report for March shows strong cash balances in the Education Fund of $668,105, Operation Fund of $865,909, and Debt Service of $916,366. We have currently spent $841,423 on 2022 Construction. These funds will be reimbursed when bonds are sold in June.

TCSC general education bus driver pay in for below neighboring districts. The starting pay for a TCSC general education bus driver is $73/day. Comparisons include Lewis Cass $104 (3.5 Hours), Madison-Grant $96 (2 Hours), Hamilton Heights $120.24 (4 Hours) and Carmel $123 (4 hours). Our current pay range for corporation general education drivers is $84.04-117.72 based on 2 hour work day. The proposed new range effective July 1, 2022, will be $100-$135 with a single health insurance plan or $137.02-$172.02 without insurance per day based on 3 hour of work day. Drivers will be provided incremental raises for each five years of service and would be eligible for additional compensation starting the 2023-24 school year after negotiations with TEA are finalized. It is recommended to adopt the 2022-2023 General Education Corporation Bus Driver Pay Scale and other benefits as presented in your board packet.
With passage of HB-1093 by the Indiana General Assembly that limits all school districts to 3 synchronous eLearning Days. This change prompted the need to amend our 2022-23 Academic Calendar to allow for snow make-up days as well as 3 waiver days for professional development. In order to assist our families in future planning, the 2023-24 Academic Calendar is also included (included in your packet). Both calendars align with KASEC and will be distributed to families this week pending board approval.
In the winter of 2021, the Board of Trustees approved a transfer of $500,000 from Rainy Day to the Operation Fund for greenhouse construction. In order to use those funds for the project an additional appropriation is needed in the Operation Fund. In addition, TCSC has incurred over $250,000 in related expenses for the upcoming 2022-2024 building project. These expenses are currently covered by our cash balance, but an additional appropriation and transfer of up to $250,000 from Rainy Day Fund might be needed to cover expenses and maintain cash flow. It is recommended the board of trustees approve the additional appropriations as written.
In October of 2021, NEOLA pushed out a series of updates to administrative guidelines and board policy due to new legislation enacted by the Indiana General Assembly and Federal Government. Each of the update policies, procedures, and guidelines are included in your packet. It is recommended the board trustees approve all policy updates on the first reading.
We will now recess the public meeting and convene a Public Hearing on the 2022 Amendment to Leases, the 2022-2023 projects and additional appropriation. Do I have a motion to recess our meeting and convene the Public Hearing?
The 2022 Amendment to Leases and Approving the 2022-2024 Bonds and Related Matters document grant permission to amend the Series 2022 Leases and the approval of 2022-2024 Bonds when sold. Once bonds are sold an additional appropriation is needed to pay for the 2022-2024 projects. The additional appropriation allows TCSC to spend all proceeds of the Series 2022A, Series 2022B, Series 2022C, Series 2023, and Series 2024 on the upcoming building projects.
At this time we will open the floor for public comment regarding the 2022 Amendment to Leases, the 2022-2024 projects and additional appropriation.

Tipton Elementary, Middle, and High Schools have a number of items that are no longer needed or are usable. These items, mainly furniture and old AV equipment, are listed. It is recommended that these items be declared surplus, recycled, and/or discarded.
In your packet is the School Insurance Summary Review from USI Insurance Services. Our property and casualty is due for renewal April 26, 2022. We had a 7% increase over last year due to inflation and increases in our Cybersecurity premium. It is recommended for board approval as written.
