Minutes

Mr. Jaworski, Assistant Superintendent, reviewed recently released data on i-Ready, ILEARN, and SAT scores. IREAD data remains embargoed by the State and cannot be provided this evening. Our administration and staff have been and continue to work on strategies and interventions to assist our students.

Dr. Glaze reported on a recent meeting with the Indiana Bond Bank regarding the Fuel Hedging Program to save the corporation on the cost of fuel.  Representatives have been invited to our September board meeting to provide more information.

Communication services fees have been discussed to help recoop lost dollars with the state moving to free textbooks.  This is a starting point and we will continue to look for other ways to help.

Dual credit - 118 earned 354 credit hours; 31 through Hinds earning 93 credit hours, saving families approximately $75,000. ACP courses through IU - 334 hours earned with 7 different courses, saving families approximately $100,000. Very exciting to have the opportunity to offer these opportunities to our students.

Renovations were reviewed.

Tipton Virtual Academy - Dr. Glaze noted his appreciation for the dialog with the Board to come up with plans. At this time, we are considering 3 versions:

TVA - Grades K-5, EdOptions; Grades 6-12, through Edmentum.

TVA+ - Grades 6-12 through Indiana Online/Edmentum, allowed to participate in ECA with adherence to codes and policies.

TVAH - Grades 9-12 through Indiana Online/Traditional TCSC Classes. 

Mr. Jaworski provided an in-depth review of the TCSC Attendance Policy.

Special thanks to Dan Benefiel, Eric Johnson, and Nita Everling and all of the custodial and maintenance team throughout the renovation process.

For June, we ended the month with balances as follows:

Education Fund - $432,991.78
Operations Fund - $1,610,418.05
Debt Service - $836,071.29
Rainy Day Fund - $2,253,080.26

IDOE is to produce our new Form 54 Report on July 14th reflecting our potential payments over the next fiscal year and all subject to change of course based on our October 2, 2023 count and our February 1, 2024 count.

Operations Revenue: We received the remainder of our property tax, FIT, CVET and License Excise taxes in June totaling $610,984.19. For the first half of 2023, we received $2,153,769.10 in tax revenue. June interest came in at $37,409.07, other revenues from solar and miscellaneous reimbursements totaled $9,541.69, plus the $50,000 transfer from education fund to operations.

Debt Service Revenue: For June, we received the remainder of our property tax, FIT, CVET and License Excise taxes totaling $489,069.52. We made debt service payments and fees totaling $2,084,800.00, leaving a balance in debt service of $836,071.29. Our next payments will be due in December.

We used the HS Phase I cash balance to support the negatives in the MS 2023 and HS Phase 2023 Projects that we discussed last month and those funds will be restored to those particular funds before year end if not sooner.

7.1 Approval of Student Handbooks - 2023-2024 School Year

7.2 Approval for Staff Handbook-2023-2024

Staff handbooks have been updated for the 2023-2024 school year.  Faculty handbooks will be available online shortly after this meeting and reviewed with staff at the beginning of the school year.    It is recommended the Board of Trustees approve the faculty handbooks as written.

7.4 Approval of Transportation Handbooks-2023-2024

The Ride Guide and Transportation Handbook have some small updates for the 2023-2024 school year.  The transportation handbooks are reviewed with drivers at the annual drivers meeting. The Ride Guide is included in registration materials and reviewed with students by the drivers the first few days of school.  It is recommended the Board of Trustees approve the Transportation Handbook as written.

7.5 Approval of New High School Courses & Textbooks

Tipton High School will offer a new course this year: Photography. This course will provide students the opportunity to not only learn technical knowledge of picture taking, but will also engage in photojournalism, which will not only develop students' portfolios for possible future careers, but will also serve as an opportunity to showcase the unique learning and extracurricular opportunities TCSC has to offer.

In support of this new class, two new art books have been formally reviewed by a committee of teachers, administrators, and community members. Focus on Photography and Experience Printmaking were both reviewed for content quality, curricular alignment, and how frequently these resources would be used in Photography and Printmaking, respectively. The review committee also reviewed the content to ensure it did not contain imagery or messages that were against the core values of the community. Included are the notes from the resource review committee meeting.

7.6 Approval of Resolution to Transfer Funds

A fund transfer is needed to balance out the prepaid meal lunch fund (8400) to accurately reflect the June 30, 2023, balance of accounts held at that time. A transfer of funds from Operations to the Prepaid Lunch Fund is necessary to show a $9,938.94 balance for June 30, 2023.  The resolution in your board packet allows for the transfer.

7.7 Approval of Tipton Virtual Academy Plan for the 2023-2024 School Year

The Board and TCSC Central Administration have collaborated to complete a plan for the Tipton Virtual Academy (TVA) for 2023-2024 school year.  The plan allows for three levels of virtual learning at TCSC, Tipton Virtual Academy, Tipton Virtual Academy Plus, and Tipton Virtual Academy Hybrid which were explained earlier.
