1. Consent Agendas

A suggestion is to begin using Consent Agenda item to provide for a more efficient board meeting.  This is simply the initial discussion as to whether to pursue this item or not.  Attached are: 1) AN article from Blue Sky on the advantages of using a Consent Agenda item. 2) Sample By-Law language that would be added to policy, along with an example used at Mt. Vernon schools. 3) A DRAFT that could be used at TCSC.

This is simply an initial discussion on this issue.  The idea of using a Consent Agenda was discussed, along with a possible suggestion and bylaw change.  The idea has merit and deserves further discussion with the full board.

It was suggested to include "surplus items" as a possible consent item.


2. School Safety

We'll discuss safety issues that may have implications in the future.  Earlier, I shared some information that came to us from IDOE, especially regarding metal detectors.

2.1 Checklists used

TCSC has been using the School Safety Checklist for the past couple of years.  This is a way to remind principals of things we should be doing at the beginning of each semester.  The audit checklist is a new list from IDOE that will be used as the state audits each school corporation this year.  This new measure was part of the new school security law passed earlier this year.  The items match up with what school corporations should be doing and should have included in their plans based on Indiana code and regulations.  This also reminds us of those things we need to be sure we are focused on with regards to school safety.


2.2 Post-John School Safety

John was instrumental in maintaining and advancing school safety st TCSC.  Discuss plans for after his departure.

Things should be in good order once John has left.  It is the intent that the new position of Director of Operations will assume the position of corporation School Safety Specialist and be the main point of contact for school safety issues. In the meantime, all principals are trained school safety specialist and communications and safety plans have been part of ongoing discussions.  The main thing would be to maintain the communication with the other county agencies.

Some discussion took place on the proposed new position to replace the Assistant Superintendent.

 


2.3 Update on SRO

The City Council approved the MOU for the SRO last week.  The Mayor has asked Chief Clark to get with Officer Maddox and schedule the first days for the SRO.  We are waiting for a contact to get things initiated.  I emailed the Mayor this morning hoping to get the transition started ASAP.  We have a room identified for the SRO and we are listing expectations of principals in the effective use of the SRO.


2.4 Public Forum

We will be scheduling a Public Forum on School Safety soon after school begins.  The purpose would be a collaborative presentation of the school along with the local agencies we work with. It would be to assure the public that we do have safe schools at Tipton.  We do not plan to have a debate on metal detectors or teachers carrying guns; this will be an informational meeting  We would like to highlight our safety measures as well as introduce Officer Maddox as the School Resource Officer.

It was suggested that we ask fro questions from the public before the meeting.  It was also suggested that we wait until school is fully underway before having the meeting - like the first part of September.

 

 

 


2.5 Other security measures: metal detectors, teachers carry and conceal, other

As the issue of metal detectors and teachers carrying guns continues, it may be necessary for the board to take a position in these ongoing issues. We can wait until after the fall School Safety Academy training in September to gather more information on these issues.


2.6 Other

May need to explore the idea of requiring clear backpacks.

Reviewed the open entrances.  We closed Entrances A and D late last year.  That leaves the main entrances to each building. plus Entrance C (north end HS student entrance), Entrance F (HS bus entrance by the cafeteria), Entrance N (MS Athletic Entrance).  All of these entrances have supervision in the morning beginning at 7:30 AM.  Access to the building should be communicated to the public through the newsletter in August.
