TES: 2025-2026 4th Grade Team for being in the top 7% in the state for Math ILEARN
TMS: SRO Jeff Stout has stepped into the SRO role exceedingly well. While handling student-related incidents that took place last month, Officer Stout was a helpful, efficient partner in delineating between school and law enforcement needs and communicating across different stakeholder groups efficiently.

At this time, I would like to turn things over to our Assistant Superintendent, Dr. Ryan Glaze, who will provide an overview of our Fall ILEARN Checkpoint #1 results.
Dr. Glaze will walk us through our district's results, highlight some key takeaways, and explain how our teachers and administrators are using this information to make instructional decisions and provide targeted support for students.
Dr. Glaze, I'll turn it over to you
Assistant Superintendent, Dr. Ryan Glaze
Director of Food Service, Adam Proulx
Director of Technology, Steven Gingerich
Athletic Director, Colin Quin
In October, we transferred $100,000 from education to the operations fund. Interest income totaled $13,729.79.
10/31/26 Balances:
Education Fund - $1,116,900.76 (Education Appropriation excluding transfers: 77% expended)
Operations Fund - $334,745.17 (Operations Appropriation: 78% expended)
Debt Service - $923,342.98
Rainy Day Fund - $2,035,833.41
October Medicaid reimbursement for September speech services totaled $5,619.90, with the federal portion being $3,666.42.
The next item is acknowledgment of donations received during October 2026.
The Corporation received a total of $6,870 in donations, including $675 for My Closet, $5,000 from the Tipton County Foundation for Project Blue Heart, and $1,195 in donations supporting student lunch accounts.
We sincerely appreciate the generosity of these individuals, organizations, and community partners and their continued support of our students and schools.
The next item is the second reading and consideration of approval of the proposed board policy updates recommended by our legal counsel, CCHA, along with revisions to Policy A275, School Wellness, recommended by administration.
These policies were presented for first reading at last month’s meeting and address wireless device use during work-based learning, state assessment security, reporting requirements for commercial drivers and safety-sensitive positions, debt management, and greater flexibility regarding foods provided but not sold in our schools.
At this time, I will entertain a motion to approve the proposed Board Policy updates as presented.
On September 8, 2026, TCSC held a public hearing to begin formal bargaining with the Tipton Education Association (TEA). On November 4, 2026, a public meeting was held to announce the Tentative Agreement, share the details of the agreement with the community, and provide an opportunity for public comment.
The total increased cost to the Education Fund for the 2026-2027 school year is $120,676.61.
At this time, I will entertain a motion to ratify the 2026-2027 Collective Bargaining Agreement between Tipton Community School Corporation and the Tipton Education Association.
The next item is consideration of compensation adjustments for classified staff and administrators, as recommended by the Superintendent.
Following approval of the 2026–2027 Collective Bargaining Agreement, the Superintendent recommends a $0.20 hourly increase for eligible classified staff, excluding transportation, and a $1,000 salary increase for administrators, excluding the Superintendent.
Additionally, consistent with the teachers' agreement, the Corporation would absorb one-quarter of the 4% health insurance premium increase for eligible classified staff and administrators, including the Superintendent.
The total estimated financial impact is $40,460.28.
These modest adjustments recognize our employees' effective work while remaining mindful of the Corporation's financial challenges.
At this time, I will entertain a motion to approve the compensation adjustments as presented.
The next item is consideration of an administrative reorganization and the establishment of a Director of Student Services position, as recommended by the Superintendent.
Following the resignation of Dr. Ryan Glaze, the administration recommends eliminating the Assistant Superintendent position, effective November 16, rather than filling the vacancy.
Under this reorganization, several responsibilities previously assigned to the Assistant Superintendent will be redistributed among existing administrators. A new, more limited Director of Student Services position would be established to oversee special education, student services, state and federal compliance, assessments, and grant administration.
This restructuring is intended to maintain essential district services while reducing administrative costs and improving operational efficiency.
Approval of this item would eliminate the Assistant Superintendent position and establish the Director of Student Services position. Any appointment to the new position would require separate Board approval.
At this time, I will entertain a motion to approve the administrative reorganization as presented.
