    9.1 2026 IREAD and SAT Results

    Dr. Glaze will present an overview of TCSC’s 2026 IREAD and SAT student performance results, including district and school-level outcomes, areas of strength, achievement trends, and opportunities for continued academic growth and improvement.

    In August, we transferred $100,000 from the education fund to operations.  After transfer, month-end balances were:

    Education: $953,383.23
    Operations: $751,401.94
    Debt Service: $923,342.98
    Rainy Day: $2,035,833.41

    Earlier this year, we made our first financial submission for IndianaMAC and the random moment-in-time studies related to special education administration. Our first payment arrived in August totaling $5,683.67. Fairbanks, through an agreement with IDOE, is the statewide vendor for the school-based Medicaid administrative claiming program. Fairbanks fees totaled $511.53, with net funds being deposited to the Federal Medicaid Fund 6460. The fund balance as of 8/31 was $15,600.22, consisting of IMAC and reimbursements for speech services billed.

    Interest income totaled $19,601.29. The corporation’s annual financial report, along with the food service annual financial report, were submitted timely.


    9.4 Student Meal Donation Fund Update

    Food Services Director Adam Proulx will provide the Board with the August Student Meal Donation Fund update.

    As of August 31, total outstanding negative student meal debt was $2,460.41, with 179 students carrying a negative balance and 28 students owing more than $30. During August, 38 students received assistance totaling $872.30, reducing qualifying student balances to no more than $20 in debt. The Donation Fund balance as of September 1 is $8,756.79.

    11.1 Approval to Advertise the Proposed 2027 Budget
    Robert Cochrane, Board President

    The Board received and reviewed the proposed 2027 Budget, Capital Projects Plan, and Bus Replacement Plan during the public work session held before tonight’s meeting.

    At this time, the administration is requesting authorization to advertise the proposed 2027 Budget for the Education, Debt Service, Operations, and Rainy Day Funds, along with the Capital Projects Plan, Bus Replacement Plan, and the proposed Operating Referendum budget. The Operating Referendum budget is included for budgeting purposes in anticipation of possible voter approval; however, the referendum itself will be determined by voters at the November 3, 2026, election.

    This action does not constitute final adoption of the budget. A public hearing will be held on September 22, 2026, at 5:30 p.m., with final consideration and adoption scheduled for the October 13, 2026, Board meeting.

    I would entertain a motion to approve the advertisement of the proposed 2027 Budget, Capital Projects Plan, Bus Replacement Plan, and related budget documents as presented.


    11.2 Tipton Community Theatre MOU

    The Board is being asked to approve a Memorandum of Understanding between Tipton Community School Corporation and Tipton Community Theatre. The agreement formalizes the longstanding partnership between TCSC and TCT for use of the Tipton High School auditorium and related performing arts spaces. It outlines expectations for facility use, scheduling, volunteer support, student and participant supervision, building access, insurance, safety, financial responsibilities, and compliance with Board Policy G375. The MOU will remain in effect through June 30, 2027, unless terminated earlier in accordance with the agreement.

    I will now entertain a motion to approve the Memorandum of Understanding between Tipton Community School Corporation and Tipton Community Theatre as presented.


    11.3 Athletic Event Security MOU

    The Board is being asked to approve a Memorandum of Understanding between Tipton Community School Corporation, the City of Tipton through the Tipton Police Department, and the Tipton County Sheriff’s Office. The agreement establishes procedures for requesting and assigning law enforcement personnel for school athletic events, along with a consistent compensation structure of $125 per football event and $100 per basketball event. The MOU also outlines responsibilities, invoicing procedures, and other expectations for each party and will remain in effect through June 30, 2027.

    I will now entertain a motion to approve the Memorandum of Understanding for Law Enforcement Security at School Athletic Events as presented.
