For May, we ended the month with balances as follows:
Education Fund - $902,563.34
Operations Fund - $1,382,914.45
Debt Service - $2,120,705.09
Rainy Day Fund - $2,035,833.41
We secured an advance draw on property taxes from the county, receiving $1,523,780.10 for operations and $1,587,956.52 for debt service. Medicaid reimbursements for the month totaled $3,314.30 (state portion $1,168.62 / federal portion $2,145.68). Interest earnings were $12,655.31. We will be making our first debt service payments for the year by the end of June.
In your packet are legislative updates to CCHA policies and administrative guidelines from the recently completed 2026 session. If no changes are needed, we will need a motion to adopt these Board Policies, Administrative Guidelines, and Forms listed in your packet.
A200 Firearms, Weapons and Destructive Devices: Adds new language from HEA 1343 regarding imitation firearms.
A275 School Wellness: Updates training requirements, drinking water provisions, and fundraiser guidance based on recent Indiana Department of Health guidance.
A300 Responsible Use of Technology and Internet Use Policy: Updates the policy based on HEA 1004 to allow a parent to request increased filtering strength or blocked website access on school-issued devices.
A301 Wireless Communication Device: Includes revisions from SEA 78 prohibiting students from using wireless communication devices during the school day, with very limited exceptions.
C175 Attendance, Academic Engagement and TruancyPrevention: Updates excused absences related to active duty service and participation in the Civil Air Patrol based on HEA 1004.
C525 Medical Needs at School: Includes updates regarding the use of AEDs under HEA 1004.
D475-R Justifiable Decrease(Administrative Guideline): Updates language to address recent changes in evaluation law and practice.
F101 Budget Adoption and Implementation: New policy stemming from a recent interaction with the Distressed Unit Appeals Board.

C126 Participation of Non-Public and Homeschooled Students
This is a recommendation to approve student lunch prices for the 2026-2027 school year.
Each year, the district reviews lunch pricing using the Department of Education’s Paid Lunch Equity, or PLE, Tool. Based on that calculation, TCSC’s required weighted average lunch price for the 2026-2027 school year is $3.25.
Historically, TCSC has used the lowest recommended increase possible in order to limit the financial impact on families. For the 2026-2027 school year, the recommended adjustment includes a ten-cent increase at the high school, moving the high school lunch price from $3.40 to $3.50. It also includes a fifteen-cent increase at both the middle school and elementary school, moving the middle school lunch price from $3.10 to $3.25 and the elementary lunch price from $3.00 to $3.15.
When combined, these adjustments result in the required weighted average price of $3.25, as calculated through the DOE Paid Lunch Equity Tool.
It is recommended that the Board approve the lunch price increases, effective August 6, 2026.
