5. Superintendent's Report
Dr. Ryan Glaze, Superintendent

Dr. Glaze reported that he is happy to announce that according to US News & World, Tipton Elementary School was named in the top 16% of all elementary schools in Indiana, TMS was ranked in the top 20% of all Indiana middle schools, and THS was ranked in the top 35%. We will be having a special celebration for our elementary teachers. Thanks to Mr. Cochran for reposting this information along with the hashtag #publicschoolsmatter or #ourpublicschoolswork. Dr. Glaze asked anyone posting information to use this hashtag (or #bluefuture or #tiptonpride to promote public schools. 

Dr. Glaze thanked Jim Ankrum and Don McElfresh of TMU, and the Tipton City Council for working with TCSC on upcoming rate increases. The City Council approved a phased-in (approximately 10% each year) approach last night to help ease this burden. We are also working with Veregy, our solar provider, to monitor our usage and help prevent "maximum load charges" which are very expensive. Dr. Glaze will continue to pass any further information to the board as received.

TMS/THS Choir & Band Concerts were held recently and a photo was shared with those in attendance.

Indiana IEP report card was received, and noted 100% compliant with deadlines, and 90% LRE compliance.

Blue Devil Fridays have been held recently where high school students are greeting elementary students as they enter the buildings. Kids are loving this!

IHSAA Exemplary Behavior Reports for Girls' & Boys' Basketball - thankful to have such great student athletes!

Boys' Basketball team - Nolan Swan MVP - awesome win!

MS building project is coming along - photos were shared of various areas.

Congratulations to some of our students who were recognized as Risings Stars by IAPSS. Academic Hall of Fame

Jennifer Humrichous attended EPIC (superintendent leadership group) with Dr. Glaze recently - first time school board members were invited.

Discussions at recent superintendent advisory meetings have inspired Dr. Glaze to intentionally be spending more time meeting with students in the coming year. He plans to meet with students from all grade levels. He will also be asking our board members to "Tell Me Something Good" each month to promote our schools & students.

Mr. Cochrane noted that Dr. Glaze was recently the guest conductor at the THS band program. He also played trombone with the band.

5.3 Financial Report

For November, we ended the month with $718,013.06 in the education fund, $241,215.69 in the operations, and $836,071.29 in the debt service fund.

In the education fund, revenues totaled $937,193.50 and $43,302.44 of this amount was for summer school reimbursement. This week DOE advised they are in the process of reviewing submitted curricular material costs and running calculations. They will be paying that out this month Operations revenues totaled $29,537.32. I’ve been in contact with the county treasurer’s office to determine when we will receive the fall settlement so we can finish the year on a positive note. They anticipated having that drafted and to the state for review by December 8th so I’ll keep in contact on that.

After reviewing our education and operations fund appropriation balances remaining along with expected expenses to be paid through 12/31, there was no need to request additional appropriations to finish out the year.

Year-to-date interest totals $395,705.36. Funds will be restored to Rainy Day and the 2023 GO Fund once we receive the construction project proceeds on December 28th.

Once I have the closing documents from the two new construction projects, I will upload those into Gateway, and then our DLGF rep can begin to work on our 2024 budget figures. We then wait for the 1782 notice to be issued.

7.1 Consideration to Approve the Transfer of Appropriations to Close Out the 2023 Budget

In order to close out the 2023 budget, all major budget accounts must not show a deficit.  Inter/Intra fund transfers of appropriations allow schools to transfer surplus appropriations to accounts needing additional appropriation. 

It is recommended that the Board approve the transfer of appropriations to close the 2023 budget.  A summary will be made available to the Board at the January meeting.

The approval of this resolution is necessary in order to submit our 1003 waiver to the IDOE to allow us to use 3 days for professional development in the 2024-2025 school year.

7.3 Consideration to Change Board Policy 9270 Allowing Homeschool Students to Participate in Extra Curricular and Co-Curricular Activities

Over the past few weeks the board has sought information regarding a policy change allowing homeschool students to participate in co-curricular and extracurricular activities.  Our next step would be to approve a policy change.  If the board approves a change, then we will have the first reading of the new policy that is in your packet.  We would need a motion to change Tipton Community School Corporation's policy for homeschool student participation in co-curricular and extracurricular activities (Yes vote to change the policy; No vote to keep the policy the same).
