    2. Public comment regarding the Additional Appropriation from the Rainy Day Fund

    2.1 Additional appropriation from the Rainy Day Fund of $700,000.

    In order to assure positive balances in all our education fund we will need approval for an additional appropriation from the Rainy Day Fund.  Last month, we continued the monthly transfer from the education fund to the operation fund of $75,000 far below the 15% that is allowable for transfer.  The continuation of the transfer will impact the overall year end account balance in the Education Fund.  The additional appropriation from the Rainy Day Fund allow the transfer of $200,000.  The rest of the appropriation will used in the Operation Fund to allow TCSC to order the greenhouse kit and pay any other upfront expenditures as part of the greenhouse initiative.  Is there any public comment regarding this additional appropriation?
